Missing-value patterns used by default for survey files

Returns the regular expressions that create_agents_from_survey() uses by default to recognize value labels marking an answer as missing, such as "Refused", "Don't know", "Inapplicable", and the labels the ANES and WVS give their negative missing-data codes ("-3. RESTRICTED", "-6. No post interview"). Patterns are matched ignoring case. Extend the vector to match another file's vocabulary.
